A panel discussion entitled (The effectiveness of the administrative judiciary – the constructive role of the judiciary in making administrative law)

The Faculty of Archeology _ University of Kufa and in the presence of the Dean of the Faculty, Dr. Alaa Hussein Jassim Al-Lami, and in the presence of his assistants and a number of students, organized a panel discussion entitled (The effectiveness of the administrative judiciary – the constructive role of the judiciary in making administrative law) in which Prof. Dr. Riyad Abu Saida, a teacher at our college, lectured on The constructive role of the judiciary in making the administrative law . The rulings of the administrative judiciary are distinguished by not being subject to the civil law. If the administrative judge does not find in the existing legal principles a text that applies to the dispute presented to him, he himself undertakes to establish the necessary rules for that and without being restricted by the rules of the civil law…
Therefore, the judiciary has a formative role in the field of administrative law, and therefore it constitutes a major source of legitimacy.
