Sumner entitled (The Concept of Disciplinary Punishment and Its Elements)

The Faculty of Archeology – University of Kufa held a seminar entitled (The Concept of Disciplinary Punishment and Its Elements), in which the lecturer at our college, Prof. Dr. Riyad Abu Saida, presented a lecture in which he dealt with the concept of punishment and discipline, as discipline is one of the necessities upon which all organized societies are based, and this system has a special importance in the scope of the job as a guarantee for the good functioning of public utilities, maintaining public order in the workplace, achieving the objectives of administration and combating rampant corruption.
Therefore, it is very important to clarify the concept of disciplinary crime and the penalties imposed on it, the extent of its adequacy and legitimacy, the extent of the competent authority’s commitment to that, what are the disciplinary procedures to be followed, how to balance between guarantee and effectiveness, what are the most important guarantees granted to members of trade unions and ways to apply them in the stage of investigation, accusation and appeal, and to highlight the features of the role of the administrative judiciary Oversight of the administrative decision to discipline.
